No, the nikka is just using context clues tying to sound smart. In the video you can hear some audio of dude saying something to the effect that she put her hands on him or something. From the audio, one could deduce that it's possible that this situation had something to do with a female.

You aint lying. Had a cop pull me over in HoCo and he called for backup for a "broken license plate bulb".

Went to the auto store the next day, brought another one and right before I replaced it, turned the headlights on and what a surprise....the license plate bulb was working

other than that, I stay my butt right in the SE area....DC cops don't really mess with you like that tho. PG cops ja cool too, but it seem like MoCounty Popo (and Va cops too) always got something to prove. Pulled my Brother in law over a couple years ago over a small traffic stop, called 4 more squad cars in SMH

He walked away with a warning for tint To this day he REFUSES to drive in MoCo or VA....He'll give you all the gas money you need, he just will NOT drive his vehicle lol

From the second video you can tell he got arrested near the discovery channel building. You can see the mural that's on the side of the building. Also that's a block away from the silver spring metro station to the right of the video.
