I've worked in neighborhoods that are predominately black when I was a cop. They were as low crime as predominately white neighborhoods.
If they highlighted a neighborhood as sketchy just because it had a high black population but it had low crime, then that app would be racist. If it didn't, and pointed areas of high crime with a high white, Asian and/or Hispanic population, then I would say the app isn't racist.

It was mainly the single-family home neighborhoods where residents were upper-lower class or middle class. Crime was usually domestic abuse or burglary as in people who did not live in the neighborhood drove there, broke into the house, and stole stuff.

It don't even matter. People will still be intrigued to see how "bad" these areas are and thus still walk thru. I did the same my first time in L.A...went with a friend to Compton, and the next time I went to San Diego I ended up going to Tijuana. Luckily no problems in both areas.
