It stems from Puffy aligning himself with Suge's rival gang, the SSCC. Puffy was responsible for Biggie's death, not Pac.

Did they want Pac around? I don't think Dre, Snoop, or any of the original Death Row artists liked having him around. Maybe at the beginning but they were already tired of Suge's nonsense and now here comes Pac adding more fuel to the fire. They built Death Row and the new guy is asking them ride with him against Bad Boy, Mobb Deep, Nas, etc. They didn't want to inherit his beef.
Snoop only really owed allegiance to Dre and DPG.
