Cooper Union is the school you're thinking of. The students get half scholarships now but I think they're trying to get back to free tuition. Basically every student getting a full scholarship like it was before. The school is crazy small so they've been able to do it for so long until recently.There was a free college in NY in my era.I don't remember the name , but I think it was an engineering school, and I'm sure it wasn't part of CUNY or SUNY.
