Spirit Bomb wasn't just Goku's power though, he had to take energy from everybody on earth in order to win. Considering he's borrowing energy from billions of people, it makes sense that it's a strong attack.
Also, I don't think Kid Buu was the strongest version of Buu, just the craziest.

actually kid buu is stronger than super buu, kid buu is pure evil. super buu had majin buu inside of him, which is the reason he didnt kill hercule.
