Absolutely, no other way to explain Cleveland having the #1 3 out of 4 years. Yes I'm aware Kyrie was chosen with the Clippers pick and technically Cleveland didn't win in 2011, but the pick was in Cleveland's possession either way. Semantics.

Far as I'm concerned the Lakers just got their payment for basketball reasons.

These lottery fixed idiots are never going to be convinced it's not fixed. No matter what team wins they'll find a way to justify it. If they can't think of a reason for the league wanting Minnesota to win they'll just say it was a year for diversion.

He had to reserve rig it this season to throw people off, it was getting too obvious

Silver needs a market like Minnesota winning even moreso than NY. He cant have dead franchises, the Knicks will draw regardless and get press, Minny was withering away. He probably helped broker the Wiggins deal to Minny too

He then hooks the Lakers up, thats what the draft was REALLY about ... a team where you can actually see the correlation between them winning = good for league

Has consistently rewarded Philly for tanking too, but still made sure Miami kept their pick intact so that franchise can continue to thrive

Its all so obvious
