Actually yes I would believe that. Drake barely goes platinum in the US, and he's not a worldwide phenom. He's just a popular US rapper, that doesn't go that far.
2) Drake does sell internationally. "Nothing was the same" Debuted in the top 5 in the US, Canada, Denmark, Australia, UK, Ireland, New Zealand. Also reached the top 10 in the Netherlands and Sweden.

Kanye would be closest with about 4 million, Jay Z and wayne behind him with about 3 million each. So being that it is a horrible sales climate, drake is well above everybody else
