Pac was a nut, Oakland turned him out and made him get on that thug shyt. Growing up in the Panthers he was encouraged to defend himself, stand up for himself physically and vocally, etc. So that aspect was amplified in Oakland. Ultimately, the first shooting was cuz he wasn't tryna lay down to Henchmen's games and demanded the money he was owed(since he was so pressed for money off court cases), Henchmen sent nikkaz to discipline Pac but instead of layin down he went for his gun and ended up taking shots for it, all before gettin locked up for shyt he didn't do, he figures out he was set up to go to prison, them nikkaz was FBI, and ultimately Suge presented and opportunity for Pac just as Pac presented an opportunity for Suge. Both of them had mutual enemies, Pac needed his freedom, Suge had the perfect weapon to do away with Puff professionally while waiting to deal with him personally. Orlando and them was allegedly connected to Puff(I can't remember if that was 100% confirmed so I won't all the way stand by it), and Puff was connected to Henchmen. It was brilliant if they were, baiting Pac into jumping into the fight to make the shyt just seem like natural consequence. But the only part it doesn't explain is why Pac would just so happen to leave his vest at the hotel. I'm pretty sure the feds got the case completed somewhere.
This is besides the fact that FBI agents used to go to Pac's school and ask him if he'd seen certain Panther members that knew his mom or immediate folks. So I think the volatility that people mistake for some souped up act was really someone wishing they could just chill the fukk out and did so whenever possible but was far too hot headed and paranoid to do it all the time. Dude was young with a lot of bad habits but had noble traits that made some people gravitate to him and have an irrational worship of him and other hate him and call him a hypocrite and fraud as if humans aren't capable of contradictions.
