Well, if they have jets, all they would need is a pilot from the Iraqi or Syrian air force who is willing to fly for them. That's half the battle. They can make some dangerous air-to-ground attacks.
But air-to-air against the US or it's allies, that would be like an NFL team playing against an LFL team and not easing up on the tackles. Total annihilation.
