If you google "Biden small business loans for Black Americans" or "Biden investment in Black banks" it says he didn't do either of those things. He had minority programs that anyone could use (including White women, White gays, White religious groups, all sorts of ways for them to get in). The problem is, when everyone can do it, no one's doing it. There's no change in society's wealth structure. Trump hasn't done anything with his "Ice Cube" plan, just like Biden did nothing with his Lift Every Voice plan.

He then went on a press run promoting the Contract and was willing to speak to anyone who would listen to build on that contract.
