On the larger scale of the whole series there isn't necessarily one true villain. More like people with different ideologies based on their own interpretations of what they thought their predeccesors wanted to achieve.

Or war. War is the true villain of MGS. The entire franchise is just made of small proxy wars and skirmishes that you actively have to stop from escalating into a bigger war, usually between the United States and another country.
The Metal Gears are just a metaphor for what nuclear weapons are in real life. Snakes only purpose is to de-escalate war
All the characters in the story are just fodder for the never ending Cold War. All the conspiracies, cover ups, rogue AI, nano-tech, just caused all the people caught up in the war to become twisted and psychotic.
Vamp, Raiden, Liquid, Quiet, Fortune, Ocelot, etc. They are all just suffering from PTSD from all of it

I played the hell out of this game and never beat it. I got really far, but couldn't finish it. the process of really leveling up the weapons after like level 5 is a pain in the ass tho.

War, or better yet, the military industrial complex. Almost every character is a product of war torn nations, refugee crisises, genetic engineering for the purposes of war, etc.
Nah. I love the games but I don’t really follow the numbers like that. Wouldn’t be surprised if it didn’t meet financial expectations especially with the way they pulled the plug on the third act.
