Most of the legends don't get pops, Hogan and Austin are the only ones that do

I assume HBK and Rock get decent pops as well, I haven't watched regularly since 2007

I just watched most of the old school RAW and when they bought out all the legends none of them didn't really get pops



I think is safe to say Hogan/Austin/HBK/Rock are the only legends that can get decent pops.
