They could make it work, if they sped up the process. stop treating everybody like a celebrity getting ready to shoot a movie scene. with 2+ hours in hair and makeup. Get them in and out of the chair in like 20 minutes. Than just by volume alone you could profit off $15 dollar cuts.
if they want you to spend more time to get the haircut even better, then you charge them more.
Have different rates for different levels kind of like a carwash.

Maybe a basic $15 shouldn't include extras like a beard lineup and fade.There are barbers that can do a fade and beard lineup in 20 minutes?
You can pay $15 and get this in under 20 minutes.

There are engineers and software developers that get paid the same rate.
just stop taking so long with the cuts and they'll make more money. Stop taking breaks after every cut. Stop taking phone calls during cuts. The only reason they need to charge $40+ is because they only have enough time to cut hair for like 12 people in a single day.
