No it should not have. It wasn't a tip. Rule is clear.
NCAA rule says you can't catch and shoot in .3.
But he didnt catch and shoot. He was alread in the air.
Clock shows he got it off, and it wasn't a home game, so there was no cheating going on.

Two hands and possession is a catch, regardless if he's in the air. It wasn't a tip.
