No it wouldn't because they are powerless to observe and recreate. Placing the phenomena outside of the scientific method. So yes, of course they will laugh at it...what else can they do?

Yes it does! New religions would pop up and old ones would die. On top of that, how can a government control its citizens when/if they can contact a superior entity which has global reach?
