I would pick the late 60s/early 70s as the start of the usa's decline.

Depends on how China does imo. If they gain more allies they'll definitely challenge for that number one spot. Every other country too scared to go toe to toe with the U.S. even Russia. It would still be about 100 years away to start seeing legit signs though.
