Because the storyline leading to Mania can't be about Ambrose getting revenge from a newly heel Reigns...no...they put Ambrose too much in the sidekick and cheerleader role for that to be the major plan. It still revolves around Reigns for the company until Cena comes back and they do the Ric Flair story with him.

Turning Dean also makes more sense. The higher ups love Roman and Seth got with the authority while he's been doing nothing. And not to forget he's been Romans side kick since his feud with Rollins ended.

If neither of them turn though I could see them having KO become the top heel antagonist for Roman. But the crowd would surely turn on Roman again if that happened.

It seems like turning Dean and having Roman chase him might be the only way to have Roman become champ without the crowd turning on him.
