Swagger is a bigger star than anyone in NXT at the moment.
I don't really care about NXT like that. I didn't even watch it. HHH can say its equal to WWE but it's not. AEW actually brought some excitement to wrestling. NXT is still a developmental territory.

NXT is boring to me and has not brought excitement to wrestling. It is developmental. I don't need to make anything up. You can fabricate the reality to fit your narrative all you want. NXT is not exciting. Maybe it is to fans who can watch wrestling all day, but it's a way lesser version of the two Main Shows. AEW brought actual excitement, something fresh, and money to the industry. NXT is just an extension and developmental territory for Raw and Smackdown. Most guys on NXT dream of being on the main roster. Not being on the NXT roster. Same as how WWE tried to tell us Raw and Smackdown were on the same level when Raw has always been their flagship show. Those are facts.

Swagger is a former decorated div collegiate wrester, former champ(failed but still), and is currently undefeated in the second biggest MMA company in America. He is more recognizable then the pee mo body head ass NXT champ or anyone one else. The fact there are numerous threads now on him and not tonka or whoever the dude from last night was is proof
Not developmental. The natural progression of a WWE superstar is. Get signed to NXT and develop in the system. Then they get a shot on NXT television. Then they get called up to the main roster. That's how it has always worked and no matter what HHH said, until they develop a pattern of keeping it on par with Raw and Smackdown it is still developmental. Just like you said they branded it as a developmental territory and that's what it will be until they establish it. They've tried to brand Smackdown as some type of A show for years and that never stuck. I don't have much confidence in them making NXT on par with Raw or Smackdown unless AEW kicks their ass in the ratings. Then they'll use that show to go head to head with them and try to draw viewers.
