There were a series of events that include:

• A kree vs skrull war
• Hulk 'hulking up' and killing thousands in las vegas
• Nitro, a mutant whos powers are essentially exploding himself, killed a school yard full of infants
• The core avengers breaking up and going underground as an less organized crew

Cause a growing sentiment that superhumans need to be nationally and worldwide organized, and the US should require superhumans to register as essentially weapons of mass destruction. They then would in theory be trained by the us government as part of a 50-states- initiative making a superhuman police force.

Many heroes and villians of course oppose this as it involves showing you secret identity and working for the government, and causes a rift world wide. That is led by captain american on the resistance and tony stark on the registration side. Stark basically becomes the top cop in america. Heroes and villians that dont register get hunted down. He gets spiderman to reveal his identity and he creates a clone of thor to fight for his side.

It ends when captain america is killed and (somewhat unrelated) spiderman's aunt may is killed and the benefactors are norman osborne who basically eats everything off of stark enterprises' plate.

mostly... the new warr!ors tried to f!ght cr!me on a real!ty show & !t ended up w!t n!tro blow!n up a school..... they wasnt really worr!ed about heroes go!n rogue they wanted them regulated like cops...

Yes, but it felt very similar to nazi germany and the jews which steve rogers lived through and died for...thats the core thing he couldnt jive with


and to your last point...the fact that it was simple international politics was tony starks point to those he spoke to. There was a subplot called "new avengers illuminati" which was a kabal of starks, reed richards, namor, blackbolt, dr strange and professor x who basically discussed MAJOR shyt going on from avengers dissasembled to the end of secret invasion (awesome read btw). Tony basically told them "this WILL happen...get on board now".

Yeah but word to @R=G, civil war proved that magneto was right and humanity would turn on or use superhumans too. They were first registering them all...then hunting them...what was next?
