Microsoft releases games on both platforms so I would say the answer is yes as Microsoft releases games on more than one platform.
And on that note, get horizon zero dawn August 7th on PC. So it's either both ways or no way.

The reason the answer is no is because in Microsoft's case they are trying to make their platform, the actual platform itself multiplatform. Because the cloud enables them to ditch physical systems altogether. And they can stream their platform service anywhere.

Hence why they said Sony is no longer their competitor. After that statement was made Sony was forced to lean and join forces with xbox to survive. Sony fanboys will tell you they could have gone anywhere but that's not accurate. Because elsewhere isn't Microsoft. M$ the best to do it, they run this cloud shyt.
