VSR (amd) and DSR (nvidia) are for "downsampling". that means the game is rendered at a higher resolution, and then scaled down to the resolution of the display. this is a very brute force method of antialiasing, but it definitely helps clean up the image. but no, it's not gonna look as good as actually rendering natively at that higher resolution
what the S is doing is "upscaling" (or "upsampling"). in general the results will be kind of blurry. some upscalers use tricks to clean it up, but it's never gonna look as good as it would being rendered natively
