There's so many ways, but just a few things:
I'd retool their on page SEO and target specific keywords first and foremost
Then I'd publish content at least twice a day with high quality articles over 750 words and use heavy click bait titles, but would make sure they delivered....for example:
-Top 15 funniest forum moments on the coli or the best coli smiley remixes ever
-21 (or however many you could find) unusual things to happen in sports this year
-the best up and coming rappers to look out for in 2015
I'd do some news jacking and report on trending topics ie. The dizaster vs Cassidy battle is coming out soon... buy the ppv, then provide live updates via Twitter and then write an article ASAP afterwards about the best moments
I'd also take advantage of the monthly visitors and try to use that as a selling point to get an interview with someone important ie. over 50000 followers. ..
After all that was set, I'd probably take out a few ads on other relevant sites and try to get those links out to as many publications as possible
