no. cook explained that there is no such thing as neg rep. we only have it as a hack. one of the downsides to this is that when someone has a banner added or removed, their rep resets to zero. and really, why is that something worth fixing? if you want someone to keep all that red, don't vote them WOAT or run another train. but that last part is just my opinion.
