It is for famous people. They can blend in there and walk around without anyone caring.
3000 is less likely to be noticed and bothered in NYC than he is anywhere in the south.

He stated he likes being able to just walk around and do whatever he wants at a moments notice as opposed to living in Atlanta and having to plan and drive everywhere then get harassed when he gets there.
