Dre is supersensitive. He wanted to be the "Prince" of hip-hop.
He's scared to make music now because it will be heavily critiqued. He said that in an interview.
What really scarred him was the response to Idlewild. That was supposed to be his Purple Rain.
He got so used to everyone fawning over his every move, that the indifference to his music on that album and his acting bittered him.
The failure of Class of 3000 cartoon didn't help.

He had dreams of moving on from rap to being a credible acting career like Latifah, Will, Cube, etc
When people thought Big Boi was the better actor in Idlewild combined with the Jimi movie being a shyt show, he fell back from pursuing acting as aggressively as he was post Idlewild.
He's still getting supporting roles here and there.
He still nabbed a starring role on an series on AMC a few years back but that show was cancelled.

He does not want to rap anymore.
He did not want to do the Outkast reunion shows. He bytched about it afterwards.
In short, you're not getting Outkast Dre back.
