So how do we push back against this. Cause this racial goal post they setup gets moved around in whichever way benefits them. And the scope of black keeps expanding but actually representing less of us.

Don't group solely based on race, I like to do race and class worldwide. Race and class are similar therefore you can speak in race neutral terms and still describe similar struggles to your fellow humans who may not be in your race and you can still use racial terms to show how these disparities are concentrated on a group of people.
