Both Kofi Annan and Ban Ki Moon admitted that the UN is not impartial when it comes to Israel.

Kofi Annan even took it a step further and admitted that the UN has a history of anti-Semitism, although this extra step is rather small compared to the larger backlash he got from the pro-Palestine activists.
