About a month ago Microsoft hinted at the possibility and a few days ago Insomniac mentioned the publishing thing. PUBG developers did a similar tactic just a couple weeks ago and Microsoft quickly locked that down. Expect an official announcement when they are hosting an event...

I don't keep track of them outside of E3, but over the last few years Microsoft and Sony had reveal events during the spring
So expect something no later than then, but I'd say even sooner since the XB1X dropping
