Cops are unskilled workers. GED and high school diplomas are the only requirements for most departments. Only a few require you to have associates equivalent credit.
The people who are cops were waiters, customer service people, Walmart employees, fast food workers etc until they got their lottery number pulled to report. There is no real applicant requirement. No degree or certification requirement. Just go online, enter your information and wait for them to open enrollment.
