I'm gonna say Vito but honestly when you think about it the big loser was Tony. His highest earners kept taking massive Ls that he could have prevented, and it led to the entire crew being vulnerable. It's the reason they got taken out so quick in S6, when you think about it. Ralphie was bringing in cash at such a massive level that NY was always trying to get a bigger leg into the door. Then Vito came in and was making crazy money. Yea he got exposed as a fanook but he offered Tony six figures to put him in Atlantic City, where he'd be able to make even more money for the crew.

Both got taken out because of Tony, either directly (Ralphie) or indirectly (not protecting Vito). And by that time his leadership was so spotty/questionable it would have made it harder to protect Vito. Whereas if that happened earlier you know Hesh would have advised him to just do it quietly (send Vito to Atlantic City, have a courier bring the cash back and it goes directly to Tony, or he shares it with the guys for more loyalty).
