The only way players will go back to caring about paying all the games is if it directly affects THEM salary-wise. Teams could care less and will happily eat those fines. If players are affected trust that they will be out there.

They should face a fine of 1 million dollars for every healthy player they sit out. If an All-Star player is rested while healthy, the fine should be 5 million. The penalties need to be serious, otherwise, this kind of thing will continue. Fans should be the priority. Attending an NBA game costs a lot, and fans deserve to see healthy players on the court.
