Yes. If you are going to a nice or respectable place you should wear appropriate clothing. Does not mean you need to be in a three piece suit, but come dressed as per the restaurant's standards. If however you see there is a dress code but white people are getting in with prohibited clothing and you are not, cancel that place.

I don’t know about bougie, but they were claiming to be a family restaurant when it is a glorified hookah lounge

There were females walking the restaurant completely naked or with clothes so insignificant, that they almost didn't exist. It was at this point where they pretty much had to enforce some sort of code.

It started looking like Freaknik right before they made the change

Anybody can get inside a club that's $5 and you'll find the most fukkery there. When you gotta spend $100 to get in, it's smooth sailing cause nobody coming to waste that much money on a fight.. And the people who would, can't afford to get in

Last year after they instated their dress code, there was a young lady who decided to fly into the city and attend the restaurant while buck naked. That video is still online somewhere. Not sure what happened to her as a result of that though.
