Keep in mind the first time a man hits a woman is most likely NOT a public place. So he's been putting the paws on her so long he's bold enough to do it in public. Which means she'll stay whether you intervene or not and most likely she's so wacked in the head she will probably try and fight you while defending the dude who smacked her up.
