I think you meant "national legalized prostitution," and there are laws in the works. The idea is to decriminalize prostitution, while making pimping/madaming illegal, and regulating the industry (healthcare, drug testing, etc). It would make prostitution and pornography safer, while not allowing this to become a free for all.
Statistics show that completely legalizing prostitution makes sex trafficking worse, and forces even more children into it.
A lot of "liberal feminists" (think moderate feminism, doesn't want to abolish Capitalism, just wants to have more sex) want to legalize prostitution, while the more leftist feminists are opposed to it (for the above reasons). Literally, it won't change our monogamous/polyamourous society, it'll just make a "grey" industry "white."
