Her response completely mischaracterizes the issue. It's not about women working harder to achieve a higher pay. The stat says that at every pay level, women receive less than their male counterparts. It's not about a lack of effort or a lack of skill.
Stacy doesn't understand that the statistic takes into account geography, age, job title, etc. She thinks there are still variables that need to be accounted for, but that's only because she doesn't understand how the math works.
In her opinion, the .22 cent difference can be made up by pure effort. What she doesn't understand is, say for instance a woman works .22cent on the dollar harder and receives a bonus/pay raise for that, what Stacey fails to comprehend, is that the new pay rate that woman has achieved is still .22cents on a dollar LOWER THAN A MAN'S RATE. The statistic pretty much tells you that no matter how much a woman achieves, she will never be equal. It's telling you that woman do not set the market rate for income and/or benefits.
Edit: And you can tell at one point during the interview she wants to say, "well maybe men should be getting paid more." Instead she stumbles, fumbles and says, "well I don't believe that."
