Get the woman hes stalking to put a restraining order on him. If he violates it, you put him in prison for a year. He violates it again, you put him in for 5. He does it again, 15. Etc...

Thats only for non violent violations. Like visiting her at her job or something and making a scene. The first time he assaults her is 10 years and then ankle monitor for a year once he gets out. If he violates the restraining order again, its 20 years.
