He's being sarcastic and real at the same time.
As in, he may have connections to people who are involved or know about it, so don't name names. But he's also making fun of Hip Hop and how nikkas who aren't street go out of their way to abide by street codes that even street nikkas don't mind half the time. Most nikkas talkin that stop snitching shyt are squares that couldn't snitch on anybody for anything if they wanted to. As much as I love Hip Hop star stays shytting on the CULTURE (calling it a genre) and be making very valid points about how nonsensical some of this shyt plays out.
