JJ bringing back the Emperor is a direct shot to that Rian’s vision
JJ didn’t have a choice but to bring in the emperor to tie things together as bringing in a random unknown now villain would have been to late for the last movie.

regardless of how you feel about what RJ did, it's undeniable he made a movie that was impossible to wrap up with 1 sequel. And JJ was never the right fit to end a story like this one anyway. It does seem it has fun action so there's that at least
