Obama didn't have ICE out there on the streets carrying out the way they're acting now. He kept them constrained to the border, and whenever they did do street work, it wasn't under these extremities. The public rarely ever had this many interactions with ICE, let alone knew if they were even in the area, because they kept a low profile without causing mass hysteria amongst the public.
