Pennywise was just Kid Buu in a clown suit and his shtick (running at the camera and popping up) got old after the first 3 times. Just the same old supernatural jumpscare villain you've seen from every other supernatural horror movie that's come out in the last 10 years.
Why does he even take on the form of a clown?, Tim Curry's version made sense as it was at least putting on a performance in that movie. This one may as well have just stayed as the creature/monster that it actually is.
The more I think about it this was just a PG version of a Nightmare on Elm Street

Psycho bully kills dad. Feminist in training kills dad. Black kid kills psycho bully. And they just walk off like what body.
It's heavily implied in the novel that Pennywise keeps the outside world from finding out what goes on in the town. Which is why most of the adults seem off.
