The extra $700Bn looks like insurance to me. Its the number needed to shore state budgets up for the next couple years. If the D's can't take the Senate, the states have at least 2 years (midterms) before they would be at the mercy of another hostile Republican Senate.

I personally am for the protection of small businesses far and above UI increases, stimulus checks and hazard pay.
