His fat ass should have been negotiating then... and of course he's peddling misinformation.
The foreign aid and stuff for Kennedy Center, etc was in the government funding bill. He's signed continuing resolutions again and again for all of that funding he's calling wasteful.
The COVID bill doesn't have that but they combined it all into an omnibus...
The bills passed with veto proof majorities btw
