My suspicion is that he's the founder of the Tojo clan.

The main character goes by "Mako" which could easily be a nickname for Makoto. He's most likely half American cac(explaining the eye color) which made growing up hard for him and limited his opportunities. In the 4th yakuza game a villain breaks down how the yakuza and police kept the peace in japan and protected the dignity of the defeated people. I suspect the reason the clan is called the "tojo" clan is because Tojo is a slur that the American soldiers used to refer to the japanese. I think he embraced it, or it just naturally became the name after rumors started spreading that American soldiers were getting their asses kicked by some kind of "tojo gang".
I think we may get to play as the police AND yakuza in this game. Kind of like in 4 when you could play as a slightly crooked cop.
Behind the scenes footage of the trailer being made. We see a lot of yakuza related stuff there. I think there's a very high chance this is a prequel to yakuza zero.
