It's an optional and non-canon relationship. Neither Protag has a "romance" in Canon mode either.

Meaning as far as the main story is concerned none of that even happens.

You would have to first meet this character then choose the flirt dialogue options.

This would be the equivalent of freaking out over romance options in Mass Effect and Dragon Age.
