Capcom didn't want a black "shoto" stealing the spotlight from Ryu and Ken so they made him the black Dan in Third Strike. Surprised they bothered to make him half Japanese but I guess you have to be somewhat Japanese to be a Shoto.
In Capcom's defense Brazil IIRC has the highest population of Japanese people outside of Japan...even more than the US I think.

I forgot all about that. He was in the Street Fighter IV artwork you unlocked on the original disk and I think he resembled Rza if I remember right. They had artwork for a bald black guy too. Guess Capcom figured Rufus was a more realistic representation of Americans
