The Refrigeration Cycle allows for places in the refrigerator to either create heat, absorb heat, condense, and other places to reject heat. Ice is made in the section of the cycle that rejects heat which causes the water to go to low temperatures, and allow it to go lower than the freezing point of Water

And to add to that, in order to make a rock go from solid to liquid it has to be exposed to extreme levels of heat. Like say, lava flowing out from a volcano. Dry ice melts at the regular freezing point because liquid CO2 requires way colder temps to turn solid.
