Being that Cali has hella more white people than black people or minorities, period, you may have a point. 
But don't try to say this is the truth in all of Cali. 
Sublime style didn't exist in Lakeview in Frisco when I was growing up there. Snoop's music was much more influential on the Bay Area Rap scene than any whiteboy ska/rock/reggae/hip hop group. You had hella rappers who put out albums from hoods all across the Bay trying to sound exactly like Snoop in the mid 90's. Maybe dirty whiteboys in the Haight in SF living off they parents fetti trying to pretend to be homeless fukked with Sublime like that but blockhuggers in Hunters Point, Lakeview, Fillmoe and Sunnydale couldn't relate to that shyt. 
Same thing with nikkas from the O or the Rich. White people from everywhere love Sublime. The hood, not so much. 
At least, not in the Bay. So-Cal culture seems more unified. In So-Cal, everybody wears chucks and Vans from the hood to the burbs and would, I guess, vibe off Sublime.
On top of that most of Sublime's music sounds hella dated. Their music reminds me of the Malcolm in the Middle theme song.
Their sound has been milked to death.
