In certain states (his yellow card was from California), they have a hot meal program that allows certain fast food restaurants as well as small business restaurants to take EBT under "homeless" guidelines.

Originally the catch was the restaurant was supposed to provide healthy options in order to participate (which is why Subway was allowed to ) but it became corporate corruption as McDonald's was eventually allowed to participate.
