Seattle averages 4.6 days of snow a year and 6.8 inches. It hardly snows here and if it does it's a dusting. Though I will admit when it does snow a lot here it's dangerous with all the hills we have. Which is why the city and work shuts down when it does. Just becomes days off to play in the snow or chill inside.
As for earthquakes. I've been here 16 years and never felt an earthquake. We get the occasional one, but they are usually nothing to worry about.
