And after he was impaled by the rocket his story was done. Spider man had every right to kill him even when he reappeared and the same goes for Norman. The only logical conclusion to that conflict considering what they knew about each other was Norman dying or Norman getting arrested and exposing peter. The Green Goblin being a lingering threat was total bullshyt story wise and another problem the writers put themselves into. Harry Osborn as the green goblin would have made more sense if they wanted the green goblin around because it would have been easier to explain why he wanted to fukk with peter and not expose him unlike norman.
I feel like they should've just let the Goblin rest period and focus on the Hobgoblin completely to take his spot. Harry isn't crazy like Norman, nor as smart or ruthless. His only reason for being the Goblin is for revenge and to mess with Pete but those things can be explained away. Norman wanted power and to take over the underworld, and of course he's crazy. Harry strikes me as a guy pretending to be Goblin as opposed to actual Goblin. The Hobgoblin is another deal though: He's smart, he's ruthless, he's cunning and he's not crazy. He has his wits about him which makes him a tad more dangerous
